But sometimes they are!

One way to entice the enemy to put themselves in greater peril is to weaken the line at a certain region (a form of evacuation) making them feel as if they are closer to victory. If they take the bait and enter that region they’re screwed. I bet this kind of thing has happened tens of millions of times over multiple domains.
